Uzbek asylum seeker and his 11-year-old son forcibly returned from Kyrgyzstan to Uzbekistan

An Uzbek asylum seeker and his 11-year-old son may have been forcibly returned from Kyrgyzstan to Uzbekistan where they face the risk of abuse.

Sanjar Khudaiberganov fled to Kyrgyzstan in 2008 because he feared persecution and ill treatment in Uzbekistan. His brother, Iskander, had been arrested and sentenced to death in 2002 for, among other things, terrorism. Khudaiberganov and his family applied for refugee status at the office of the United Nations High Commissioner for Refugees (UNHCR) in June 2008, but their application was under review when they disappeared on July 30.


“The government of Kyrgyzstan has been complicit in the past in the forced return of asylum seekers to Uzbekistan, despite the risk of torture there.”


Rights groups say there are thousands of political prisoners in Uzbekistan.
Human Rights Watch said last month that dissident poet Yusuf Jumaev (Jumayev) had been tortured in jail, and demanded his release and an investigation.

Tashkent denies any human rights abuses.

Moldova’s Communists Still Formidable

Samuel Greene, an analyst at the Carnegie Center in Moscow says the Communists in Moldova remain a formidable political force despite losing their majority in the elections.   Moldova’s Communist Party has a “vast apparatus” and the opposition will have to take the Communists’ views into account when they elect a new president.

Four opposition parties won enough votes in the July 29 parliamentary elections to form a government, but they will have less than the 61 votes in parliament needed to elect a new president to replace outgoing Communist incumbent Vladimir Voronin.

Russia might want to be more constructive in solving Moldova’s frozen conflict in the breakaway Transdniester region, possibly in cooperation with the EU.

Роза Мальсагова перестает руководить сайтом “Ингушетия.Org” из-за угроз

В последнее время сайт “Ингушетия.Org” работает с большими перебоями, в связи с тем, что на него, как и на некоторые другие ингушские сайты, продолжаются значительные DDOS-атаки, ответственность за которые взяла на себя группа хакеров, поддерживающая боевиков Северного Кавказа. Мальсагова:

“Мне очень сложно говорить, потому что ситуация ненормальная немного. Кроме того, что я занималась освещением политической и экономической ситуации в регионе, я ничего больше не делала, и я не имею права, как руководитель сайта, высказывать свое личное мнение, я констатировала факты”.

Kyzrgyzstan: Arbitrary arrest and harassment of human rights defenders

The Observatory for the Protection of Human Rights Defenders, a joint programme of the International Federation for Human Rights (FIDH) and the World Organisation Against Torture (OMCT), expresses its deep concern about the arbitrary arrest and harassment of several human rights defenders while peacefully demonstrating in Bishkek…….

On July 31, Ms. Ismailova, Ms. Sasykbaeva, Ms. Abdirasulova and Ms. Dzhurabaeva decided to keep on protesting against the illegal detention of 11 citizens who disagreed with the outcome of the presidential elections by chaining themselves with iron chains to the Government House fence, and displaying pictures of demonstrators victims of torture after being detained by the police. This time, the four human rights defenders were sentenced……more here

Правозащитники критикуют генерала Реймера – давление на оппозицию

Самарские правозащитники критикуют деятельность генерала-лейтенанта милиции Александра Реймера на посту начальника ГУВД по Самарской области за повышенное давление на оппозицию.

Президент РФ Дмитрий Медведев подписал указ о назначении Александра Реймера директором Федеральной службы исполнения наказаний. До назначения директором ФСИН Реймер, генерал-лейтенант милиции, с 2006 года возглавлял ГУВД по Самарской области.

“За время работы Реймера была разгромлена так называемая несистемная оппозиция. Я считаю, что ко всем политическим силам надо относиться одинаково”, – сказал уредитель самарского правозащитного информационного агентства “Свобода” Александр Лашманкин.

Сприходом Александра Реймера на пост начальника главка, “в Самарской области стала процветать борьба с псевдоэкстремизмом”.
