бывший сотрудник ГИБДД рассказал, что к инспекторам ДПС предъявляют незаконные требования.

В частности, их заставляют выполнять в течение своего дежурства «административный план руководства»: «В прошлом году за время несения службы инспектор ДПС должен был составить не менее 100 протоколов. Во время аварий обеспечить несколько спецпроездов и при этом заниматься обеспечением бесперебойного движения транспорта. То, что он не успел сделать в основную смену, он должен был доделать после работы».

В итоге, по словам Смирнова, инспекторы Москвы работали вместо положенных 40 часов в неделю по 60-70 без предоставления отгулов и соответствующей доплаты. «Вся эта показуха привела к тому, что инспекторы ДПС в полной мере не могут заниматься своими профессиональными обязанностями….

Vaclav Havel : “It’s time to stop treating Russia as a ‘handicapped person,’”

” The Kremlin Can’t Have It Both Ways” . Former Czech President Vaclav Havel said recently, responding to suggestions that Russia cannot be expected to reach democracy anytime soon. He urged that Russia be treated as a “partner country like any other,” applying the same standards to Russia as we do “to Burma, Brazil, the Czech Republic or any other country.”

One of the greatest barriers to establishing a safe environment for journalists is the collective shrug with which the Russian public has responded to the murders. Most Russians get their news from state-sanctioned media and are simply unaware of the problem. The Kremlin virtually controls the top television channels. Only Internet outlets and a handful of brave but low-circulation publications carry a range of opinions.

But the evil is getting too big not to see, and too loud not to hear. Russia is now the third deadliest country in the world for journalists. more here

Azerbaijani Press Council Releases Black List With 86 Newspapers

The council said the list includes the publications that regularly violate the Rules of Professional Ethics of Journalists, ignore the opinion of the persons they criticize, principle of inviolability of private life, insult people’s honor and dignity.

The black list includes 86 publications.

The publications were warned
in accordance with the decision of the July 21 meeting of Azerbaijan Press Council Management Board.

Azerbaijan’s Report On UN Convention Against Torture Discussed In Geneva

The third periodic report of Azerbaijan Republic on the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment was considered on Nov. 9-10 at the 43rd session UN Committee against Torture in Geneva.

The delegation led by Deputy Foreign Minister Khalaf Khalafov who gave detailed information about the legal basis established to ensure human rights and freedoms, efforts aiming to protect human rights and freedoms and strengthen their promotion, underlined the importance of the amendments made to Azerbaijan’s Constitution as a result of the referendum held on March 18, 2009, for the development of human rights and freedoms.

He spoke to the Committee about the aggression of Armenia against Azerbaijan and expelling Azerbaijani citizens form the occupied territories of Azerbaijan and ethnic cleansing in those territories.  Deputy foreign minister also informed the Committee members about thousands of missing Azerbaijani citizens, hostages keeping in captivity in Armenia, tortures and other inhuman and insulted behavior against them, about torturing of 552 people to death.

Kyrgyzstan: President’s Party Wants To Keep Death Penalty Because “Rights Of Victims Must Be Observed”

On November 11 at the session of Kyrgyz parliament Ak-Jol President’s party rejected idea of ratification of international pact on cancellation of death penalty, adopted by UN General Assembly resolution in 1989.

Kyrgyzstan joined International pack on civil and political rights, dated October 7 of 1994. Now the subject of discussion is the second protocol to this pact, saying about the cancellation of capital punishment.

In accordance with optional protocol no party, the subject to the jurisdiction of current Protocol member-state, shall introduce capital punishment; besides, each member-state puts all efforts within national legislation to cancel death penalty.

During the discussion deputies Raisa Sidorenko, Askar Salymbekov, Ernest Akramov were against the ratification of this protocol, noting that the rights of victims must be observed. They pointed out that crime was growing in the republic while the humanization of legislation favors criminals.

So far this is unclear whether this issue will be considered at the parliamentary session.

Журналистов признали лишними на открытом судебном процессе

В Преображенском районном суде вчера был создан прецедент. С открытого процесса были удалены журналисты, поскольку они «могут оказывать давление на свидетелей и потерпевших» и «нарушили правила аккредитации СМИ». При этом ни одно из этих оснований не прописано в законах, регламентирующих правила проведения судебных процессов, а следовательно, был нарушен один из основных конституционных принципов — гласности и открытости судопроизводства.

Этот инцидент произошел на процессе по делу 20-летнего Всеволода Остапова, которого обвиняют в применении насилия в отношении представителя власти.
