AI and EU called on Ukraine Not Extradite Koktysh To Belarus

Amnesty International considers Ihar Koktysh, who is in a detention center in Ukraine waiting for his extradition to Belarus, to be a prisoner of conscience. 30-year old Ihar Koktysh is accused by Belarusian prosecutors of committing an intentional murder. He has been in a detention center in Ukraine since June 25, 2007, waiting for his extradition.

Amnesty International called on the Ukraine authorises not to return Ihar Koktysh to Belarus.

A criminal case against a musician  and founder of the humanitarian organization  was instigated in January 2001.He was accused of murder of his friend’s relative.The leader of Mlechny Put  music band spent ten months in a detention facility in Baranavichy. He said he had been tortured, beaten, locked naked in a freezing cell, and deprived of necessary medication for his asthma.

The district court of Brest found him not guilty on December 7, 2001. Witnesses said at the trial Ihar Koktysh had been in another town when the murder had been committed.The prosecutor’s office appealed against the verdict and the case was returned to the Brest court for a retrial.

Ihar Koktysh was in Ukraine and chose not to return to Belarus. He was detained by local police in Ukraine and On April 25, 2007 thrown in a detention facility in Simferopol until his extradition to Belarus.

In October 2007, the European Court of Human Rights called on the government of Ukraine to not extradite the arrested to Belarus; and Amnesty International urged the Ukrainian authorities not to allow extradition.

Alyaksandr Milinkevich addressed the Office of the United Nations High Commissioner for Refugees asking to help Ihar Koktysh to get a status of a political refugee in Ukraine.

Azerbaijan: Court Convicts Youth ACTIVISTS And BLOGGERS Satirising Government

Youth activists Adnan Hajizade and Emin Milli were convicted on hooliganism and violence charges in a Baku court on November 11. International observers and youth activists immediately expressed outrage at the verdict.

Twenty-six-year-old Adnan Hajizade, a co-founder of the OL (To Be) youth movement, and 30-year-old Emin Milli, a co-founder of the online Alumni Network, were arrested on July 8 for hooliganism after they allegedly started a brawl in a Baku cafe. The prosecution has drawn criticism from international human rights’ organizations as well as local youth activists.

Despite the lack of incriminating evidence, Hajizade was sentenced to two years’ imprisonment while his co-defendant Milli was given a harsher sentence of two and a half years. The judge gave no rationale for the different sentences.

A court in Azerbaijan has handed down prison terms to two bloggers who posted a video of a donkey(here) seen as satirising the government. They maintain they were arrested and convicted because of their online criticism of the authorities.

Major Dymovskiy Publicly Complained Against His Chiefs Is Shadowed And Fears For His And His Family Safety

Militia Major Dymovskiy placed in the Internet his video appeal to Russian Prime Minister Vladimir Putin, telling about numerous malversations of militia bosses, in particular, heads of the UVD (City Interior Department) of Novorossisk.

On November 8, Alexei Dymovskiy gave a press conference in one of Novorossisk cafes. He gave detailed answers to journalists’ questions and said, in particular, that he was shadowed, but he would not give up and agreed to use the help offered by Novorossisk human rights activists.

After the press conference, Alexei found that his car had been opened, although it was equipped with a signalling system. Nothing was kidnapped from the car. Later, his car was followed, as he believes, by “agencies”, that is, by the MIA or FSB. The “Caucasian Knot” correspondent was informed about it by Vadim Karastelyov, one of the organizers of the press conference and expert of the Novorossisk Committee on Human Rights.

Mr Dymovskiy has already reported that he fears for his and his family’s safety. He also said that after he had published his video appeal to Premier Vladimir Putin in the Internet, he and his employees felt pressure from their militia bosses.

Five Suspected Militants Killed in Operation Overseen By Kadyrov

Five suspected militants have been killed  and an Arab mercenary injured in a police operation.The operation in Chechnya’s Shali district is being overseen by President Ramzan Kadyrov and also involves troops and security forces, the press service said.

“Five militants have been killed. The search for the other members of the group is continuing,” According to official information in the press-release of the Ingush Department of FSS:

“upon  checking information received from local residents of the village of Ordzhonikidzevskaya … search operations were held; … When officers of special units of Ingush FSS and MIA tried to enter the house, criminals started shooting at them with automatic guns resulting in four death bandits. There were no deaths or injuries among officers of law enforcement authorities. .. Those killed were “members of the so-called “flat country” part of the band and provided functioning of other bandits being in the forest. They supplied them with products, clothes, arms, ammunition, collected information about the objects of future crimes”.

Рамзан Кадыров стал генерал-майором милиции – за заслуги

Дмитрий Медведев подписал указ о присвоении Рамзану Кадырову специального звания генерал-майора милиции, говорится в сообщении на официальном сайте президента Чеченской республики.

В администрации главы Чечни сообщили агентствам, что этим званием отмечены заслуги Кадырова в организации спецопераций против незаконных вооруженных формирований.

Families of Soldiers Killed in Chechnya Have Been Caught in Legal Limbo by a Change in the Law on Fighting Terrorism.

His mother  Mrs Chuganova apparently first heard about the possibility of compensation from another bereaved mother in 2005. When she approached the Ministry of Defense she was told she was not allowed any compensation. In 2008, she took the case to court in St. Petersburg. But since the Federal Law “On Combating Terrorism,” which entitled her to the 100,000 ruble compensation had lapsed, and its replacement, the 2006 law “On Countering Terrorism,” had no retrospective force, she was not entitled to any compensation. A higher court in St. Petersburg declined to overturn the decision on appeal.

Chuganova’s says that the Russian state has violated her right to a fair and impartial hearing (enshrined in article six of the European Convention on Human Rights) and the clause in the second Annex of the convention that says “no individual shall be deprived of his property,” (in this case, her 100,000 rubles). She is seeking rather more than the original sum – €1 million.
