UN Special Rapporteur On Terrorism Releases New Report On Right To Privacy

UN Press release 19 January 2010

Special Rapporteur on human rights and counter-terrorism releases new report on the right to privacy and will present his report to the Human Rights Council in Geneva during the second week of March.

The current wave of privacy-intrusive measures in the name of countering terrorism should be countered through a global declaration on data protection and data privacy.
The new report critically assesses practices such as racial or ethnic profiling, creation of privacy-intrusive databases and resorting to new technology, such as body scanners, without proper human rights assessment.

В Отношении Алексея Дымовского Возбуждено Второе Уголовное Дело

Глава ГУВД Краснодарского края Сергей Кучерук сообщил о возбуждении нового уголовного дела в отношении бывшего новороссийского майора милиции Алексея Дымовского. Теперь его подозревают в подлоге документов.

B настоящее время Дымовский уже проходит по уголовному делу по ч. 3 ст. 159 УК РФ (мошенничество с использованием должностного положения). Возбуждение дела последовало вскоре после увольнения оперуполномоченного. Внимание к Алексею Дымовскому приковано с начала ноября 2009 года, с момента публикации в интернете его видеообращения к премьер-министру России Владимиру Путину. В нем тогда еще майор милиции обличал коррупцию в правоохранительных органах и призывал власть навести в них порядок.

Konstantin Popov, Russian Journalist, Dies After Beating By Police

A Russian journalist Konstantin Popov, who worked for Tomskaya Nedelya weekly, died Wednesday after being severely beaten by a police officer in the Siberian city of Tomsk. The officer was arrested. He died in a hospital after almost two weeks in a coma. Popov, 47, was “horrendously maimed” in a police cell where he was taken in early January to sober up. He was beaten and then shot in the genital area, she said.

The killing was not related to Popov’s reporting for the paper. “This could happen to anyone.It does not matter who you are these days.”

Medvedev Appoints Manager In Charge Of New Federal District – Caucasus

President Dmitry Medvedev on Tuesday appointed the governor of the vast Siberian region of Krasnoyarsk and former business executive as deputy prime minister and his envoy to the volatile North Caucasus region. The government will now have seven deputy prime ministers and two first deputy prime ministers.

“You will have federal economic powers as deputy premier and …responsibility to tackle personnel, security and other issues as the envoy,” Medvedev told Alexander Khloponin on Tuesday.

Medvedev also said he has decided to single out North Caucasus provinces, including Chechnya, Ingushetia, North Ossetia, Dagestan, Kabardino-Balkaria and Karachai-Circassia, into a separate federal district. Parliament is still to approve the creation of the new administrative unit, which Khloponin will oversee.

Khloponin vowed to use “economic methods” to tackle Caucasus problems.

Chechen President To Build Luxury Ski Resort In Volatile Republic

Chechen President Ramzan Kadyrov wish to develop tourism in the republic and announced his plans to create a large ski resort in the republic’s southeastern Argun Gorge, on the bordeer with Georgia, which had been a militant stronghold for years.

“I have just talked to Ramzan Kadyrov. He said there are businessmen who are ready to join the project, the Moskovsky Komsomolets newspaper quoted Kadyrov’s press secretary, Alvi Karimov, as saying.

The president reportedly made the decision to create a Russian Courchevel, a luxury French Alps ski resort, in the volatile republic after he traveled to the gorge in early January accompanied by Russian businessman Ruslan Baysarov and film director Fyodor Bondarchuk.
