Tajikistan: Kyrgyz Human Rights Defender Not Lost But “Absent For Unknown Reason” Said UNHCR

Kyrgyz human rights defender Nematillo Botakozuev, who disappeared in the capital of Tajikistan at the end of February, is placed tospecial reception center, located at 39 Molodaya Gvardiya street, Dushanbe and subjected to torture“, says Mukhammadsolikh Mukhammadtokhir, Nematillo’s brother.

The citizen of Kyrgyzstan Nematillo Botakozuev disappeared on February 26 in Dushanbe after visiting UNHCR office, where he arrived to apply for international protection and registration as a refugee.
Botakozuev was assisting western mass media in information search and preparation of publications.
Human Rights in Central Asia association and Uzbek Initiative urged the government of Tajikistan “to stop tortures against Nematillo and other types of inhuman treatment, provide medical aid, and let him access UNHCR office”.

On March 4 Ilia Todorovich, the Head of UNHCR in Tajikistan, says that “Nematillo Botakozuev is not lost but “absent for unknown reason. According to Todorovich “UNHCR sent the inquiry messages to law enforcement bodies of Tajikistan, but Botakozuev is not registered in hospitals, mortuaries and detention centers”
Ilia Todorovich hopes in the next few days Botakozuev will show up in UNHCR office in Dushanbe in order to get the documents..

ООН Раскритиковала Подготовку К Олимпиаде В Сочи

В докладе, который должен быть опубликован 16 марта, эксперты ЮНЕП заявляют, что российские власти при строительстве некоторых олимпийских объектов проигнорировали требования экологов и закрыли глаза на “суммарный эффект, который проект окажет на экосистемы сочинского региона и на его жителей”.

“Проверка показала, что принятие решений на политическом уровне […] слишком затягивается”, – говорят в ООН.

Venice Commission’s Opinion On When To Dissolve The Parliament Of Moldova

At its 82nd plenary session on 12 to 13 March 2010 the Venice Commission adopted an amicus curiae brief for the Constitutional Court of Moldova.
The President of the Court made a request on 7 December 2009 for an opinion regarding a case brought by a group of deputies of Parliament on the interpretation of the articles in the Constitution on the election of the President and on the dissolution of the Parliament of Moldova.

The Venice Commission is of the opinion that the Article on the dissolution of Parliament applies to the situations set out in the Article on the election of the President. A dissolution of Parliament can therefore not take place twice within one year, even if Parliament fails to elect the president twice.
The Commission underlines both the urgency of amending the constitutional provision on electing the President.., In addition, the Commission noted its earlier proposal on constitutional reform, which is fully in line with the requirements of the current Constitution and seems capable of obtaining the broadest possible consensus. It contains the following elements:

· A proposal to revise Article 78 of the Constitution making it easier to elect the President, which should be agreed as soon as possible by the leaders of the political parties represented ….
· The proposal could provide for a lower majority in Parliament to elect the President as from the third round of voting or for a direct election of the President by the people.
· The proposal should be voted by the current Parliament as soon as possible following its approval by the Constitutional Court, but would take effect only for the next Parliament.
· Parliament should be dissolved after this vote. …
