ООН: У Беженцев В Киргизии Оснований Для Паники Нет

В настоящий момент в Киргизии находится около 800 беженцев из республик Центральной Азии. Пять лет спустя после андижанских событий поток беженцев из Узбекистана в соседнюю республику значительно сократился. В настоящий момент, по данным УВКБ ООН, в Киргизии – чуть менее ста беженцев из Узбекистана, зарегистрированных по линии этой организации.

До апрельских событий власти Киргизии беженцев не регистрировали… часть беженцев из соседних республик, которые сейчас находятся в Киргизии – это лица, преследуемые за религиозные убеждения. “Это связано с тем, что в южной и западной части Казахстана усилилось преследование лиц, состоящих в неформальных религиозных общинах. В Узбекистане подобная практика существует уже давно. Поэтому основная часть лиц вынуждена покидать пределы страны и перебираться через Ферганскую долину в Киргизию”.

Russia To Adopt U.S. Terror Alert Level

The U.S. so-called terror alert level (Homeland Security System) is ready for introduction to Russia. Russia’s plans to introduce a system for responding to terrorist threats were declared in March 2008 by Director of Russia’s Federal Security Services Nikolai Patrushev.

The Homeland Security Advisory System was developed in the United States after the 9/11 terrorist attacks in response to complaints from the public that the state was not giving enough warning of known terrorist threats.

Circle Of Instability In Northern Caucasus – Putin Is Vulnerable With Olympics

A deadly Russia bomb killed six people and wounded 40 outside a theater where a Chechen dance group was about to perform in the southern Russian city of Stavropol. The blast hit outside a community center just minutes before the Vainakh musical troupe, which enjoys the sponsorship of pro-Moscow Chechen leader Ramzan Kadyrov, was about to perform.

“There are a lot of suspects in the Stavropol bombing, and we shouldn’t jump to conclusions,” says Andrei Soldatov, editor of the online journal Agentura.ru, which reports on the security services. “It speaks of rising instability around the north Caucasus region. We may be seeing some dangerous new developments.”

The stakes are high. Russian Prime Minister Vladimir Putin, who put his personal reputation on the line to win the 2014 Winter Olympics for Sochi, now sees his pet project under dire threat amid growing regional turbulence.
>”Putin needs to demonstrate peace and stability in the north Caucasus before the Sochi Olympics, not just to ensure the security of the games but to affirm success of the Putin era,” says Nikolai Petrov, a regional analyst . “Therefore Putin is very vulnerable. Many different forces have an interest in stirring up instability, with an eye to forcing him to make a deal with them. It’s not just the usual suspects. I fear we’ll see a good deal more trouble down there.”

Профессия — Родину В Страсбурге Защищать – Правильная Ли Реакция?

Министерство юстиции РФ объявило конкурс на должности юристов, которые будут защищать интересы России в Страсбургском суде. Практически все опрошенные “Ъ” юристы, специализирующиеся на отстаивании интересов россиян в Евросуде, отмечают весьма низкий профессиональный уровень оппонентов.
В задачу претендентов будет входить составление так называемых меморандумов — ответов правительства РФ на вопросы, которые ставятся перед ним Евросудом в связи с принятой к рассмотрению жалобой.

Россия ежегодно проигрывает достаточно много исков в Евросуде. В финансовом плане потери федерального бюджета исчисляются миллионами евро.
Согласно данным Страсбургского суда, по итогам 2009 года Россия заняла первое место по числу поданных к ней и ожидающих рассмотрения исков. Общее количество поступивших в 2009 году исков из России — более 13,6 тыс., а всего на рассмотрении в данный момент находится 33,5 тыс. исков к российским властям.

По данным Георгия Матюшкина, “граждане России дают порядка трети от общего числа жалоб, которые сейчас находятся на рассмотрении в Страсбурге”. Главным образом россияне жалуются в Европейский суд на истязания задержанных сотрудниками правоохранительных органов, отсутствие или ненадлежащую медпомощь в СИЗО или местах лишения свободы, а также в связи с исчезновением людей на Северном Кавказе.

Россия Проиграла В Евросуде Дело По Поводу Исчезновения Людей В Чечне

Заявителями по делу выступили две семьи из села Гехи Урус-Мартановского района Чеченской Республики. Интересы заявителей представляли юристы Правозащитного центра “Мемориал” и Европейского центра защиты прав человека (EHRAC, Лондон).

Европейский суд признал, что российские власти нарушили в отношении Беслана Хуцаева, Мовсара Хуцаева и Адама Дидаева ряд статей Европейской Конвенции о защите прав человека и основных свобод. В частности, были нарушены статья 2 (“право на жизнь”), статья 3 (“запрет пыток и жестокого и унижающего человека обращения и наказания”), статья 5 (“право на свободу и личную неприкосновенность“), статья 8 (“право на уважение частной и семейной жизни“) и статья 1 Протокола 1 (“право на защиту собственности“).

Кроме этого, ЕСПЧ признал нарушение со стороны РФ статьи 13, закрепляющей право на эффективное средство правовой защиты, в совокупности со статьями 2, 8 и 1 Протокола 1.

Российские власти были признаны Евросудом виновными в том, что не было проведено эффективное расследование обстоятельств исчезновения и смерти молодых людей.

Российская Федерация продолжает удерживать первое место по количеству новых жалоб, направленных против нее в Европейский суд по правам человека: в 2009 году каждая третья жалоба, поданная в Страсбургский суд, была из России. Так называемые “чеченские жалобы” составляют не больше 1-2% от общего количества обращений. Однако, как отмечает судья из России при Страсбургском суде Анатолий Ковлер, нарушения по ним очень серьезные, так как это нарушения основных статей Европейской конвенции по правам человека.

Number Of Azerbaijani Citizens, Asking For Asylum Abroad, Increased By 36%

Most Azerbaijani citizens wish to move to EU countries. So, if in 2008 there had been 1,691 applications for asylum, then in 2009 the figure was 2319. Results for the last 2 years by citizens of Azerbaijan received 4010 petitions.

Last year the number of Armenian citizens, who submitted the request for asylum has increased by 43% compared to 2008.

In Georgia increased by as much as 102%, that is, in fact the number wishing to leave the country in 2009 doubled compared to 2008.

The most attractive country for residence were the United States (in 2009, asylum in the United States asked 49 thousand people), followed by France (41 thousand), Canada (33 thousand), UK (29 thousand), Germany (27,5 thousand).

Dagestan Hopes Tourists Will Replace Terrorists

While Ramzan Kadyrov talks of annihilating militants in Chechnya, President of Dagestan, Mr Magomedsalam Magomedov insists that his focus is on creating jobs and improving living standards in Dagestan, one of Russia’s poorest regions, to drain support for Muslim extremism.

Dagestan has hopes of exploiting the tourist potential of its picturesque location on the shores of the Caspian Sea and the rich ethnic diversity of the 33 peoples who comprise its population of 2.6 million. But the terrorist threat hangs over its investment plans.

Mr Magomedov admitted that official corruption and abuses by security forces had fuelled radicalism and encouraged young men to “go into the forest” and join Wahabbist militants fighting to establish an Islamist regime. “The more the authorities make mistakes, the less is their chance to be popular and that gives greater opportunities to our enemies to criticise us.”
“I work according to one principle, that all our actions must be on legal grounds.

“We categorically don’t want to permit extrajudicial punishments or illegal detentions. Such operations unfortunately happened in the past and perhaps even now, but every one of those events is a matter for our individual attention and scrutiny.
“We will not allow innocent people to be treated harshly. This is also grounds for bandits to say that the authorities do not respect their people and their rights. We will take care of and defend the rights of our citizens.”

Terrorist Attack – Explosions 15 Meters From Concert Hall

Three people were killed and at least 20 injured in an explosion in the city of Stavropol in southern Russia. An explosive device in the car went off 15 meters from a concert hall in the city center.

“A terrorist attack is being considered as one of the versions of what occurred,” Skripka said, adding that all the dead were women. An investigation is underway.

“I think that we are right in sending our best people to the Caucasus,
” ..There are currently around 160 Investigation Committee officers there.

The Stavropol Territory is the largest region in the North Caucasus Federal District, but has remained largely free of violence that occurs frequently in the neighboring republics of Chechnya, Ingushetia and Dagestan.

Рамзан Кадыров Создает Комиссию По Пересчету Боевиков

Президент Чечни Рамзан Кадыров распорядился создать специальную комиссию по уточнению численности скрывающихся в горах боевиков, сообщил его официальный сайт. Недовольство чеченского президента вызвали данные УФСБ по Чечне, по которым в республике 400-500 боевиков: «Получается, что их ловят, сажают, уничтожают, а эта цифра не становится меньше. Я хотел бы узнать, откуда эти данные?»

Цифра 400-500 боевиков действительно не меняется уже несколько лет, говорит руководитель чеченского отделения КПРФ ,..оценка количества боевиков в несколько сотен близка к реальности. Точно можно сказать, что их меньше тысячи. По словам Ахматова, властям на уровне районов выгодно занижать количество боевиков. Много случаев, когда уехавшие из Чечни люди возвращаются в республику и воюют на стороне боевиков, причем родственники, как правило, не знают об этом,.

Uzbekistan: All Dates Of Only One Official Human Rights Organization Stolen

The hard disk of main server of the only officially registered human rights organization Ezgulik in Uzbekistan was stolen.

“It stored entire archive, all important documents and the projects, planned for this year. We can only guess who stands behind this robbery” the human rights advocate Abdurakhmon Tashanov said.

The Ezgulik officers learned about the devastation only on Monday when they had returned to office after weekends. The doors were sealed by the watchman. It turned about that he noticed the doors of the devastated office were unlocked and sealed them.

Ezgulik human rights organization was founded in 2003. Later on the organization was officially registered with the assistance of that time head of OSCE. In the last seven years Vasilya Inoyatova has been managing the organization, which is also involved in politics. In 2003 she was elected as Secretary General of Birlik halk kharakati (unregistered) party.

UN To Consider Legislation To Punish Pirates

The United Nations has decided to join the fight against pirates from the Horn of Africa.

At a three-day international conference held in Istanbul and co-hosted by the UN and Turkey, delegations from 55 countries and 12 international organizations agreed to establish an international agency to fight piracy.

It usually takes time for the unwieldy machinery of the UN to start operating, but Secretary-General Ban Ki-moon said the organization’s experts were already working to streamline international piracy laws, the results of which would soon be published.…..

Duma Says Judges Are Disobeying Medvedev

The law, sponsored by President Dmitry Medvedev, prohibits the detention of suspects and defendants in many cases involving economic crimes. It was drafted in response to the death of Hermitage Capital lawyer Sergei Magnitsky, 37, who died in pretrial detention after purportedly not receiving sufficient medical help. A second suspect, businesswoman Vera Trifonova, 53, has since died in custody after also apparently not receiving medical care.

State Duma deputies have complained to the Supreme Court that judges are failing to obey a Kremlin-backed law that bans the arrest of suspects in economic crimes.

The complaint, which was approved Friday, also asks the court for information about how many businesspeople have been arrested for economic crimes and how many of them have asked to be freed and have been placed under house arrest after the law was enacted a month ago.

Uzbekistan To Reduce Sentences For Those Who Repent

Uzbek President Islam Karimov has signed an amendment to the Penal Code which cuts an offender’s prison term by up to one-third in the event he/she repents.

The law, which was signed by Karimov on May 18, was adopted by the Legislative Chamber in November and approved by the Senate earlier this month.

A convict may have his sentence reduced under such mitigating circumstances as voluntary surrender, actively cooperating with the investigation, sincere repentance, and the absence of aggravating circumstances.

She added that the law does not apply to persons serving life imprisonment for such crimes as terrorism or premeditated murder with maggravating circumstances.

Mutabar Tojiboeva, a human rights activist in exile who was imprisoned after the 2005 killings in Andijon, told RFE/RL that two months after she was sentenced she was invited to address an official letter of repentence to Karimov and to admit that her organization was extremist. Tojiboeva added that following her refusal to do so, she was charged under a further article of the Penal Code that extended her prison sentence.

Ruhiddin Komilov, a former attorney in Uzbekistan, told RFE/RL that the new law provides for broad interpretation and will remain subject to decisions by the judiciary because of its ambiguity and lack of precision.

Chechnya: Brothers Were Killed – Operation And Killings Will Continue

Chechnya’s police and military forces killed two suspected militants in a special operation in the Russian North Caucasus republic.

The special operation took place near the village of Serzhen-Yurt, south of the capital Grozny.

“Two militants, brothers Yusupkhadzhiyev from Shali, were killed. The operation continues.” No casualties were reported among the police and military personnel.

ЕСПЧ Против Экстрадиции Из России Двух Граждан Таджикистана

Европейский суд по правам человека запретил России экстрадировать на родину двух граждан Таджикистана. По мнению судей, там их ждут пытки и издевательства.

Такой вердикт вынес в четверг, 20 мая, Европейский суд по правам человека (ЕСПЧ) по иску таджикского гражданина узбекского происхождения Мамурджона Хайдарова, находящегося в одном из московских СИЗО.
Кроме того, суд обязал Россию выплатить истцу 15 тысяч евро в качестве компенсации, так как он находится в заключении уже более двух лет.
