A deadly bomb blast in Vladikavkaz was apparently not a terrorist attack, according to prosecutors who have charged the prime suspect with lesser offences about setting up an illegal gang and possessing weapons.
At a meeting of the National Anti-Terrorist Committee on Oct. 12 it was announced that brains behind the Vladikavkaz market bomb was believed to be Issa Khashagugov, who as a police officer for many years before quitting the force and moving into the construction industry.

However, Khashagugov was arrested in Ingushetia on Sep. 25 and charges have already been filed while he is held in Moscow’s Lefortovo prison. The charge sheet does not mention terrorism. He stands accused of organising an illegal armed group and possessing illegal weapons.

On Sep. 9 a suicide bomber detonated a huge bomb in a car parked outside the entrance to Vladikavkaz’s main market. The explosion killed 19 shoppers and injured more than 200 in one of the worse attacks in the troubled North Caucasus this year. The date also marked the 10th anniversary of the apartment bombings in Moscow which prompted an escalation of Russia’s military action in Chechnya in 2000.
