Russian President Passes Law To Boost Anti-terrorism Measures

Russian President Dmitry Medvedev signed into law today a bill that grants him authority to impose additional security measures in the event of an increased terrorism threat.

Under the bill, Russia will adopt a color chart similar to that used in the United States. A substantial terrorism threat will be marked by a dark blue indicator, a severe threat by yellow, and a critical threat by red.
The president will decide which measures to take in accordance with a given threat level.

The move comes a month after Moscow marked the first anniversary of twin suicide bomb attacks in the city’s metro and less than three months after a suicide bomb attack at Domodedovo international airport outside the capital.
Both incidents were blamed on militants in Russia’s North Caucasus, where federal security forces have been fighting an Islamist insurgency for the past decade.
